Torres and Cape Hospital and Health Service – Procurement Policies and Framework Review

GovN Group partnered with Torres and Cape Hospital and Health Service (TCHHS) to review and update procurement policies, procedures, and frameworks, aligning them with the latest Queensland Procurement Policy (QPP) and best practices. The updated framework aimed to streamline procurement processes, enhance compliance, and provide a consistent and accountable approach across TCHHS, covering goods, services, consultancies, contractors, and capital works.

The engagement involved revising procurement procedures and frameworks, including policies for contract management, procurement of goods and services, and complaints management. GovN Group supported the Procurement and Contracts Unit and worked alongside Health Support Queensland (HSQ) on strategic sourcing, health technology replacement, and contract management. Tools and templates, such as category management guidelines and standardised workflows, were developed to ensure compliance and simplify the adoption of new processes.

A collaborative and systematic approach was undertaken, beginning with initial workshops and consultations to identify areas for improvement and align processes with TCHHS’s operational and regulatory objectives. The procurement process was organised into six distinct phases, providing a clear methodology, while customised training supported the effective implementation of the updated frameworks.

Completed on time and within budget, the updated framework standardised procurement activities, improved efficiency, and reinforced operational effectiveness. The new tools and frameworks ensured compliance, enhanced governance, and streamlined processes, showcasing GovN Group’s expertise in delivering customised procurement frameworks to support TCHHS’s objectives.
