GovN Group was engaged as the probity advisor for the Human Resource Information System (HRIS) Project, located in Brisbane, from October 2013 to March 2015. This project, valued at over $30 million, was a highly significant procurement activity, given the previous failures of the Queensland Health Payroll implementation.
The HRIS Program was designed to develop payroll systems for agencies under the Public Safety Business Agency (PSBA), including the Queensland Police Service (QPS), Queensland Fire and Emergency Services (QFES), and PSBA. This complex project involved multiple payroll awards and intricate shift and rostering frameworks, positioning GovN Group as a trusted probity advisor to oversee and mitigate risks throughout the procurement process.
GovN Group’s role in the HRIS Project included drafting exclusivity clauses, developing a probity framework, reviewing tender documents, and conducting probity inductions. They ensured compliance during the Competitive Dialogue phase, managing protocols for written clarifications and resolving a confidentiality breach without issue. Despite changes due to the election and Machinery of Government adjustments, the project maintained high probity standards, with bidders praising the fairness and robustness of the process. GovN Group’s consistent approach and effective risk management were key to the successful completion of the project.
