GovN Group played a key role in supporting Queensland Ambulance Service (QAS) for Project Management, Procurement contract negotiation activities for the recent monitor defibrillator procurement. This project aimed to use IT enabling technologies to enhance emergency response effectiveness while ensuring a smooth transition to a provider that has both the medical equipment devices and the back end IT systems to meet QAS strategic goals. GovN Group supported the procurement journey from planning to contract execution, ensuring a well-structured and efficient process.
GovN Group project management deliverables included working closely with QAS to define project requirements and create key project management including development of business requirements, risk management, project plans, product descriptions, change and communication frameworks, governance models and reporting to ensuring all critical information was documented, communicated, and progress was effectively tracked while managing risk and issues for the project.
The GovN Group team also lead the procurement, contract development and negotiation steam to facilitate the development evaluation and negotiation of the tender to align with QAS’s operational and clinical needs. As part of the evaluation process, competitive demonstrations and Proof of Concept (PoC) were undertaken to assess and validate potential solutions, ensuring that selected suppliers could meet the necessary standards. The project also included a competitive dialogue process, which allowed QAS to engage with suppliers, refine requirements, and secure the most effective solution following a refined offer process.
A major success of the project was the execution of the contract on-time and within-budget completion, a result of strong negotiation, project management and stakeholder engagement. Suppliers acknowledged this as one of the most comprehensive procurement processes they had been involved in, highlighting the benefits its structured transparent and interactive approach.
