Rollingstock Expansion Project Train

GovN Group served as the probity advisor for the Queensland Train Manufacturing Program (QTMP) from 2020 to 2023, a project run by the Department of Transport and Main Roads (TMR). The program covered the design, build, and maintenance of 65 sets of 6-car passenger trains at a new manufacturing facility in Torbanlea, Queensland. Additionally, a rail facility will be constructed at Ormeau in the Gold Coast region. With a project value of up to $9.5 billion, QTMP aims to support Southeast Queensland’s population growth and major infrastructure initiatives like Cross River Rail and the Brisbane 2032 Olympic and Paralympic Games. GovN Group was engaged across stages 1 to 3 of the Project Assessment Framework (PAF), starting from the Feasibility stage and extending to the Business Case, pre-Procurement, Procurement, and Delivery stages.

As probity advisors, GovN Group’s responsibilities included developing a Probity Plan, establishing a probity framework for the tender period, and reviewing tender documents to mitigate risks. GovN Group provided probity inductions, administered statutory declarations for over 1,600 stakeholders, and audited the final selection reports. Additional duties involved conducting due diligence checks on shortlisted tenderers, overseeing separation arrangements between vehicle manufacturers, and managing risks related to the mandated supplier of ETCS equipment. 

GovN Group worked closely with transaction advisors and managed the probity onboarding process, including training and content tailored to stakeholder needs. Despite numerous complexities such as media scrutiny, Freedom of Information requests, and challenges with tenderers, GovN Group’s approach ensured the procurement process was awarded without challenge, maintaining transparency and confidence in the outcomes.
