SunWater – Procurement Policies and Framework Update

GovN Group played a critical role in supporting SunWater, a Government-Owned Corporation (GOC), in updating its Procurement Policy and associated frameworks. This project, undertaken from May to July 2018, aimed to align SunWater’s policies with the 2018 Queensland Procurement Policy (QPP) and other regulatory requirements. The focus was on improving compliance, streamlining procurement processes, and integrating best practices to support SunWater’s corporate governance and operational objectives.

GovN Group’s deliverables included a comprehensive review and update of SunWater’s Procurement Policy to incorporate mandatory and optional elements such as the QPP, SME ICT Scheme, and Local Benefits Policy. This process involved the development of tools and templates, including Significant Procurement Plans and Evaluation Plans, to facilitate compliance and simplify the adoption of new processes. The engagement also entailed an end-to-end review of SunWater’s procurement functions—encompassing people, processes, and technology—while assessing procurement skills and capabilities.

The GovN Group team provided strategic change management advice, including conducting stakeholder training and engagement to improve policy implementation. In addition, recommendations were delivered to address contractual and operational risks and streamline procurement workflows across SunWater’s decentralised and centralised spending functions. Importantly, the deliverables were revised during the engagement to reflect updates to the 2018 QPP, ensuring no additional costs to the client.

A collaborative and structured methodology was employed throughout the engagement. GovN Group worked closely with SunWater’s procurement team to assess existing capabilities and frameworks through workshops and meetings. This approach identified improvement opportunities and tailored recommendations to SunWater’s decentralised procurement model. Tools and templates were designed to enhance efficiency and compliance while aligning with SunWater’s corporate plan and governance objectives. Deliverables were reviewed and finalised in face-to-face sessions to secure stakeholder buy-in and alignment.

The project was delivered on time and within budget, with SunWater expressing satisfaction with the outcomes. GovN Group’s updates ensured the Procurement Policy aligned with the latest QPP and SunWater’s corporate goals, improving compliance and streamlining processes. By proactively addressing updates to the QPP, GovN Group contributed to a seamless implementation.
